On June 7, Shanxi Road and Bridge Group held a project construction meeting. Guo Conglin, Secretary of the Party Committee and Chairman of the Group Company, attended and delivered a speech. Wang Zhanbing, Deputy Secretary of the Party Committee, Vice Chairman and General Manager, presided over the meeting.
The meeting requires that, first, tackle early work and break the rules to improve efficiency. We must break the conventional series model and implement "three-synchronous" parallel operations; establish a responsibility system of "the main leaders take the lead, the leaders in charge, and the responsible departments implement it", and make every effort to shorten the preliminary work cycle.
The second is to strictly abide by the construction procedures and build a solid bottom line of compliance throughout the entire chain. Strictly implement the "legal person responsibility system, bidding system, project supervision system, and contract management system"; in terms of full-process control, ensure complete approvals in the early stage, strengthen the acceptance of hidden projects and raw material testing in the construction stage, and ensure the authenticity and complete information in the delivery stage.
The third is to practice green and low-carbon and create a new benchmark for ecological and environmental protection. Integrate the green concept into the entire process of "construction-operation-finalization", carry out special planning of "one road and one policy" in advance to ensure maximum resource utilization; comprehensively promote new energy equipment, implement "green construction"; strictly control dust and sewage, and reclamate in a timely manner after the project is completed.
Fourth, adhere to the bottom line of integrity and cultivate a clean and upright political ecology. The corruption risks of highway project construction are prominent, and we must rectify the style and discipline with a "strict" tone. We must incorporate the spirit of the Central Eight Regulations into clean government education and daily management, carry out special rectification actions, link the effectiveness of work style construction with cadre assessment, and encourage responsibility and action.
The leader of the group company, the head of relevant departments (centers) of the headquarters, members of the team of the investment and construction section of the unit, and the main leaders of the mechanical and electrical company, design branch, and testing company attended the meeting.
