On June 5, the Hebei Provincial Government Information Office held a press conference on the transformation, optimization and upgrading of regional industrial transformation, accreditation and inspection services of Hebei Province. The reporter learned that Hebei Province continues to carry out inspection and testing to promote industrial optimization and upgrading. According to one cluster and one countermeasure, it will ensure that the technical services of inspection and testing institutions at or above the provincial level will be fully covered by 107 county-level characteristic industrial clusters within the year, and promote the high-quality economic development of Hebei Province.
Certification and accreditation inspection and testing are a basic system for strengthening quality management and improving market efficiency under market economy conditions. Up to now, there are 155,700 valid certification certificates in the province, 2,554 qualification certification certification inspection and testing institutions, 23 national quality inspection centers, 81 provincial quality inspection centers, and 72,300 inspection and testing employees, all of which are among the top in the country.
Hebei Province is focusing on building a modern inspection and testing service system, focusing on the high-quality development of characteristic industrial clusters in 107 counties across the province, promoting high-quality inspection and testing resources to the front line of industrial clusters, and effectively playing the technical support role of inspection and testing to promote industrial transformation and upgrading.
Liu Jiangxiao, deputy director of the Hebei Provincial Market Supervision Bureau, introduced that Hebei has carried out in-depth pilot construction of collaborative innovation platform for the inspection and testing industry, explored and cultivated a number of inspection and testing institutions in strategic emerging industries such as new energy and new materials, promoted the deep integration of inspection and testing and industrial development, and focused on improving the support capabilities to serve the development of the industry. We have successively cultivated demonstration scenarios in characteristic industrial clusters such as equipment manufacturing and new energy, and created five high-tech service platforms that integrate quality infrastructure, intellectual property rights and other elements, providing cluster enterprises with comprehensive and comprehensive services in the entire life cycle. The selection of typical benchmarks for inspection and testing institutions has been carried out for three consecutive years, with 30 benchmark institutions in the province. Focusing on strategic emerging industries and high-tech fields, we have focused on cultivating new energy, new materials, and intelligent inspection and testing institutions, and a number of high-end and professional inspection and testing institutions have emerged.
Hebei Provincial Market Supervision Bureau comprehensively sorted out the construction of inspection and testing capacity of characteristic industrial clusters in 107 counties in the province, and issued the implementation plan for capacity building of relevant inspection and testing institutions. For characteristic industrial clusters that have been supported by provincial institutions or above, we will have an in-depth understanding of the needs, fully tap the potential for existing resources, carry out comprehensive assistance, further improve quality and upgrade, and actively apply for the establishment of a national quality inspection center if the conditions are met. For characteristic industrial clusters that need to be newly built at the provincial level or upgraded to provincial-level institutions, full coverage will be achieved through methods such as subsidence of provincial institutions, socialization of leading enterprise laboratories, construction of new expansion institutions, and radiation and extension services.
As of now, 107 county-level characteristic industrial clusters in the province have completed the inspection and testing capacity building tasks of 63 industrial clusters at the provincial level or above. In the next step, the Hebei Provincial Market Supervision Bureau will further increase guidance for various places, enhance the construction of a number of provincial quality inspection centers, apply for the establishment of a number of national quality inspection centers, actively coordinate provincial inspection and testing institutions and social inspection and testing resources to sink to the cluster front line, and provide face-to-face high-standard inspection and testing professional technical services.
