In order to accelerate the implementation of the requirements of the "Notice of the General Office of the Ministry of Science and Technology on Doing a Good Job in the Collection of Information of Enterprises in the "Innovation Points System" in 2025" and the "Notice of the Shaanxi Provincial Department of Science and Technology on Doing a Good Job in the Collection of Information of Enterprises in the "Innovation Points System" in 2025", the Municipal Science and Technology Bureau recently carried out the collection and reporting of information of "Innovation Points System" for science and technology enterprises across the city.
The "Innovation Points System" aims to conduct a quantitative assessment of an enterprise's innovation capabilities through data-driven and quantitative evaluation. It is a new policy tool based on data-driven, quantitative evaluation, points empowerment, and precise support for the innovative development of enterprises.
In August 2024, the General Office of the Ministry of Science and Technology issued the "Guidelines for the "Innovation Points System" (National Trial Edition)", whose core indicators cover three categories of first-level indicators and 18 second-level indicators. Through quantitative evaluation, the innovation capabilities of enterprises are transformed into "financial data" that financial investment institutions can understand, which will help guide scientific and technological innovation resources, fiscal preferential policies, financial resources, etc. to accurately gather technology-based enterprises.
This enterprise information collection has been completed through the enterprise reporting, review of science and technology departments, and points calculation. The science and technology department will work with relevant departments to form a list of alternative enterprises and push it to financial institutions. Selected enterprises can enjoy preferential policies such as re-lending for technological innovation, and connect with various financial institutions to further increase financial support for technology-based enterprises.
This solicitation is aimed at technology-based enterprises across the city, including but not limited to technology-based small and medium-sized enterprises, high-tech enterprises and other enterprises with scientific and technological research and development activities.
Company filling out the application can be carried out in the form of "login to the system to fill out the application independently" or "submit a form to the district and county science and technology management department". Log in to the system to fill in the application independently (date as of June 23) and register and log in at the National Science and Technology Management Information System (website: https://service.most.gov.cn/), and complete the application of data in the "Technology Finance-Innovation Points System-Enterprise Information Filling" module.
Bulk submission form (time as of June 23) Enterprises that have not logged in to the system to fill out the "Enterprise Data Information Collection Form" and submit it to the district and county science and technology management department. The district and county science and technology management department will summarize the form and report it to the Municipal Science and Technology Bureau.
