Since May this year, the average inlet flow of Caojie Hub has been only 440 cubic meters/second, a sharp drop of more than 60% from last year. The water level in Beibei fell by 1.1 meters compared with the same period last year, resulting in the normal navigation of ships in the entire section of the Jialing River Chongqing.
How to ensure the smooth navigation of the ship? The Chongqing Municipal Transportation Commission coordinated the operation units of water conservancy, economic and information technology, electricity, port and shipping and hubs, and launched emergency navigation on May 30, and multi-party parties jointly seized the "golden window" of navigation.
Caojie and Lize dual aviation power hubs have been linked for the first time, and a pioneering joint cross-regional water volume scheduling has been implemented. Caojie Hub creates conditions for all downstream ships to pass through the gate through phased water storage; Lize Hub accurately releases flow and continuously washes as planned when the water level in front of Caojie Dam drops below 201 meters, successfully escalates the downstream shallow water level to ensure that the ship passes smoothly through Lize Hub.

The Hechuan Waterway Management Office of the Municipal Port Navigation and Maritime Center accurately dispatched, coordinated the ship locks to dynamically adjust the water release plan, cooperated with the Jialing River Waterway Department to implement technical escorts throughout the entire section, and implemented special personnel to deploy navigation beacon ships in dangerous shoals such as Mikouzi with a water depth of only 1.3 meters; the navigation and maritime law enforcement departments of the two-level ports in the city and district escorts throughout the journey to ensure navigation order.
The relevant person in charge of the Municipal Port Navigation and Maritime Affairs Center said that this linkage overcomes the dual pressures of the special dry water situation in the Jialing River and the adjustment of the flood limit water level at the Caojie Hub, and has ensured a total of 76 ships, 27,000 tons of cargo, and 380 crew members, setting the highest emergency navigation difficulty, ship evacuation number and mileage of the Jialing River.
In addition, this emergency navigation verified the bearing capacity of the 68-kilometer natural waterway downstream of the Caojie Hub for large-flow ships under the "water release and ship" mode, and explored the feasibility of the Lize Hub to "combination of storage and release" to ensure navigation during the dry and flood conversion period. The emergency concession mechanism of "defending ships and giving priority to upward ships" has provided important support for responding to changes in water conditions and improving navigation efficiency.
