The TV station interviewed nearby residents and asked who was working on the construction. The residents said, "It's not Japanese. When I walked nearby, I talked to them and said that I couldn't speak Japanese. I guess it might be Chinese, not Japanese." According to the Hokkaido government, the construction of the site began without submitting a "construction confirmation application." After receiving the report, the Hokkaido government asked the other party to submit necessary documents and then allowed the construction to continue, but other problems broke out recently.

Hokkaido government personnel went to the site again to inspect and found that the actual construction site was inconsistent with the area where the development was applied for in advance, and illegal developments that had to obtain a prior license and had an area of ​​more than 1 hectare. The Hokkaido government has ordered the cessation of construction on the 4th.

The TV station went to the land owner in Sapporo City on the 6th and the construction company for interviews, but both parties did not receive an interview on the grounds that "the person in charge is not here."

The Hokkaido government confirmed on the spot that more than 1 hectare of forest had been cut down. Based on the protection of the environment, it has asked the operators to submit a plan for the restoration of the project on the 5th.
