The meeting required that the whole district should place the promotion of the construction of industrially strong zones and support the development of the private economy in a more prominent position, seize opportunities, make good use of policies, work hard to open up new areas and new tracks for development, and shape new momentum and new advantages in development. First, we must make good use of the "combination punch" of incremental policies in multiple fields such as "two heavy", "two new", "two industries", special treasury bonds, ultra-long-term special treasury bonds, and technical reform support, scientific and technological innovation, and talent cultivation to provide guarantees for enterprises to stabilize production and increase production. Second, we must take the implementation of the "chain leader system" as a starting point, cultivate high-quality enterprises in the chain group and strengthen the services of chain leader enterprises, continue to consolidate and improve the advantageous position of petroleum equipment manufacturing, forklifts and rail transit in the city's high-end equipment manufacturing, cultivate and strengthen the titanium and new materials, power transmission and distribution industries, improve and strengthen the food industry, plan and build a low-altitude economic industrial cluster in Panlongyuan, accelerate the extension, supplement and strengthen the chain, and strive to fight the tough battle to build key industrial chains. Third, we must accelerate the construction of a "one zone and multiple parks" coordinated development model with Panlong New District as the leader, Longyuan Industrial Park, Xiying Science and Technology Innovation Park, Jinhe Industrial Corridor, Fulinbao Industrial Zone, Ideal Co-creation Cultural and Science and Technology Industrial Park, focus on enterprise attraction, project construction and other work, deepen the comprehensive reform of "per mu to discuss heroes", and drive the high-quality development of the park's economy. Fourth, we must adhere to the integrated development of scientific and technological innovation and industrial innovation. The joint efforts of government, schools and enterprises to attract and educate talents urgently, aim at the forefront of the industry and subdivided fields, focus on breaking through a number of technologies that can make up for shortcomings, accelerate the pace of industrial transformation and upgrading, promote enterprises to develop towards high-end, intelligent and green, and fight the tough battle of integrated reform of the system and mechanism of education and science and technology talents. Fifth, we must actively compete for orders and expand the market, so that more Jintai manufacturing and Jintai brands can go global, and fight the tough battles of expanding effective investment, boosting consumption, expanding foreign trade, stabilizing employment and promoting income growth. Sixth, we must comprehensively prevent and resolve risks in all areas, especially strictly prevent financial risks, resolutely build a solid security line, eliminate risks, fight hard problems rectification, and party building leads grassroots governance.
