Xinhua News Agency, Beijing, June 9, Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Further Guaranteeing and Improving People's Livelihood and Focusing on Solving the Urgents and Worries of the People", to promote the construction of people's livelihood to be more fair, balanced, universal and accessible.
The opinion emphasizes that social security equity should be enhanced. Strengthen the main role of social insurance in the social security system, and steadily and orderly increase the proportion of urban employed people participating in basic pension insurance and medical insurance for employees. Social insurance subsidies will be provided to meet the conditions for college graduates, people with employment difficulties. Formulate methods for identifying low-income populations and checking the economic status of low-income families, and comprehensively carry out identification of families with marginal minimum living allowances and families with rigid expenditure difficulties. Reasonably determine and adjust the minimum living security standards and improve the minimum wage standard adjustment mechanism. Implement development-oriented assistance to increase income by increasing rural low-income population.
The opinions are clear that we must improve the balance of basic public services. Integrated service matters involving the vital interests of the people should be included in the national basic public service standards in a timely manner. Taking counties as the basic unit, comprehensively promote urban-rural integration of public service planning and layout, facility construction, resource allocation, and talent allocation. Gradually adjust basic public services to permanent residence. Promote the "one city, one policy" for cities where population concentration flows into the city to formulate implementation measures for providing basic public services in permanent residence.

With the community as the main battlefield, we will strengthen the coordinated integration of various convenient service resources and promote the compound utilization of service facilities. Support the construction of social sports venues, develop multi-purpose sports venues with complex functions, and steadily increase the supply of sports venues. Supports the opening of cultural venues such as museums, libraries, art galleries and other qualified cultural venues at night. Implement the principle of children's priority and the concept of child-friendly in public policy formulation, public facility construction, and public service supply. Improve policies to support family development in social insurance, social welfare, taxation and other aspects.
The opinions require that the Party’s leadership be implemented in all areas and processes of people’s livelihood work. All localities should strengthen the implementation of responsibilities, optimize the structure of fiscal expenditure, strengthen the guarantee of basic people's livelihood and ensure the bottom line of people's livelihood.
