According to the introduction, these 38 pilot cities have been reviewed and announced to the public in accordance with the requirements of the "Implementation Plan for the Retail Industry Innovation and Improvement Project" issued by the Ministry of Commerce and other departments, on the basis of applying for pilot projects in various places, they have been reviewed and announced to the public. Including Beijing, Shijiazhuang, Taiyuan, Baotou, Shanghai, Suzhou, Zhengzhou, Wuhan, Changsha, Guangzhou, Chongqing, Xi'an, Lhasa, Guilin, Guigang, etc. It is recommended that the pilot focus include "one store, one policy" scenario transformation, supply chain improvement, digital empowerment, diversified innovation, policy innovation, etc.
The notice proposes that relevant provincial departments should guide pilot cities to focus on 2-3 pilot exploration directions in accordance with local historical and cultural, resource endowments, industry foundations, and planning layout, and promote differentiated and distinctive development of pilot construction according to local conditions. We must ask about the needs and advice of enterprises, mobilize the enthusiasm of enterprises for innovation and transformation, and rely on the market-oriented forces to promote the transformation and upgrading of existing commercial facilities. We must strengthen policy incentives, implement list management, and select distinctive, representative and highly leading and driving projects.
The notice requires that pilot cities should provide revitalization convenience in project planning, transformation approval, land use change, investment and financing, and make good use of the pilot projects for the construction of a modern commercial circulation system, the construction of a quarter of an hour convenient living circle, urban renewal actions, large-scale equipment renewal, establishment of service consumption and pension re-loans, local investment promotion and other policies, increase support and optimize the operating environment.
