Recently, the official website of Luodian County Government of Qiannan Buyi and Miao Autonomous Prefecture, Guizhou Province has been updated to show that Zhang Yuancong has served as deputy secretary of the Luodian County Party Committee and secretary of the county government.
Previously, Zhang Yuancong served as the director (director) of Qiannan Prefecture Transportation Bureau (Prefecture Transportation War Preparation Office) and the Party Secretary of the State Transportation Bureau.

Public information shows that Zhang Yuancong, male, Han nationality, born in March 1980, is from Cangshan, Shandong, born in Duyun, Guizhou, started working in December 2004, is a university (bachelor of law), and is a member of the Communist Party of China.
He has served as a member of the Party Committee of Qiannan Prefecture Transportation Bureau and deputy director (deputy director) of the State Transportation Bureau (Prefectural Traffic Readiness Office), and secretary of the Party Committee, chairman and general manager of Qiannan Transportation Group Co., Ltd. in April 2022. He later served as the Party Secretary and director of the State Transportation Bureau.
On May 25, 2025, the Organization Department of Guizhou Provincial Party Committee issued a pre-appointment announcement for provincial-level cadres, and Zhang Yuancong plans to nominate as a candidate for county (city, district) mayor.
Zhang Yuancong's new Luodian County is located in the southern part of Qiannan Buyi and Miao Autonomous Prefecture, Guizhou Province, on the Hongshui River at the junction of Guizhou and Guizhou provinces and regions, close to the "China Sky Eye". The county has a land area of 3,013 square kilometers, and has 8 towns, 1 township and 1 street, 186 villages (communities), a total population of 367,000, including 30 ethnic groups including Han, Buyi, Miao and Dong, of which ethnic minorities account for 71% of the total population. It is a national key county for rural revitalization assistance.
Previously, Zhu Quan, born in March 1975, served as deputy secretary of the Luodian County Party Committee, secretary of the Party Committee of the County Government, and county magistrate.
