
On June 5, the People's Government of Guangyuan City, Sichuan Province, and Penghui Energy, Jiawei New Energy and other enterprises held a signing ceremony for the energy storage power station and source, network, load and storage integration project. Municipal Party Committee Secretary He Shuping and Mayor Yuan Huabing attended and delivered speeches. Representatives of Penghui Energy Chairman Xia Xinde, Jiawei New Energy CEO Wu Tonghai and other corporate representatives signed the contract on the spot.
The total investment of the signed project reached 2.75 billion yuan, covering three major sectors: user-side energy storage power stations, AI virtual power plants, and optical storage and charging super charging networks. After completion, it will become the largest industrial and commercial user-side energy storage cluster in the country, injecting new impetus into energy security in the Chengdu-Chongqing region.
It is understood that the total investment of Penghui Energy Energy Storage Power Station Project is 1 billion yuan, mainly to build large-scale user-side energy storage projects and energy storage power stations. The first phase of the project is to build 100MW/400MWh user-side energy storage, and the second phase of the project is to build 300MW/600MWh energy storage power stations. The total planned investment of Jiawei New Energy Network-Load Storage Integration + AI virtual power plant project is 1.75 billion yuan, and it will mainly build 200MW distributed photovoltaic facility projects, 60 integrated photovoltaic storage and charging supercharge stations, and lithium iron phosphate 200MW/400MWh shared energy storage power station.
Guangyuan, as the only energy security guarantee base in Chengdu and Chongqing, has an agglomeration area for aluminum-based and silicon-based new materials industry, with an annual industrial electricity consumption of over 20 billion kilowatt-hours. However, problems such as tight power and large peak-to-valley price difference in the flood season have long restricted industrial development. After the project is put into operation, through energy storage peak-to-valley arbitrage and direct photovoltaic supply, local enterprises can reduce the comprehensive electricity cost by 20%, helping to build the "China Green Aluminum Capital"; the supporting 400MWh shared energy storage power station can absorb 120 million kilowatt-hours of wind and photovoltaic waste. It is equivalent to reducing standard coal consumption by 36,000 tons.
This signing marks a new stage in China's energy storage industry from "policy-driven" to "scenario-driven". When Penghui Energy uses 1 billion yuan to solve the pain points of industrial electricity use, Jiawei New Energy uses AI to reconstruct the energy scheduling logic, Guangyuan, a city in northern Sichuan, is becoming an excellent window to observe China's energy revolution. The project is expected to start construction in the second half of 2025 and put into operation in 2026. Its success or failure may rewrite the Southwest Energy Economic Map.
