On June 6, 2025, tourist Cai reported through the Internet that he was beaten by a local restaurant operator and his family during a dispute caused by parking. This attracted social attention. In response to this, Jingxian established a joint investigation team and formed a special working team to conduct a comprehensive investigation into the incident and the preliminary handling. The investigation and handling situation is now reported as follows.
1. Investigation situation
After investigation, it was found that at 13:02:10 on June 1, tourist Cai (male, 34 years old) drove to Taohuatan Street with his wife and daughter and parked the vehicle in the public parking space of the tricycle on the west side of the Jialetu Restaurant. After inquiring about Cai’s businessman Wang Mouju (female, 51 years old), after asking about Cai’s not going to have a meal at the local restaurant, he asked Cai to drive the car away. Cai refused, locked the car door and the family wanted to leave, but Wang Mouju verbally threatened Cai.
13:03:54, Tang Mouliu (male, 57 years old, Wang Mouju's husband) stepped forward to push and beat Cai. At 13:05:13, both sides were persuaded to leave by the onlookers.
13:05:17, Cai's wife called the police. At 13:15:55, Ge Wei, deputy director of Taohuatan Police Station, led a team to the scene to handle the police. After Ge Wei first learned about the situation, he contacted 120 ambulance to send Cai and Tang to the hospital for examination and treatment. At around 23 o'clock that day, Ge Wei presided over the mediation and made a mediation opinion that "each person bears medical expenses, Tang Mouliu apologized to Cai Mou and paid 500 yuan in lost work." During the conflict, Cai and Tang were injured. After forensic identification, Cai was slightly injured. On June 2, Cai drove his family out of Jingxian.
During the investigation, four people including Tang Mouliu, Wang Mouju, Tang Mouyu, Tang Moubao truthfully stated their illegal behavior to the public security organs, and Tang Mouyu took the initiative to come to the case from other places to admit his mistakes. Tang Mouliu, Wang Mouju, Tang Mouyu, and Tang Moubao further apologized to Cai Mou and paid Cai Mou's medical expenses and lost work fees of 9,000 yuan, and obtained the understanding of Cai Mou and his family.
2. Handling situation
According to the relevant provisions of the "Public Security Administration Punishment Law of the People's Republic of China", the actions of Tang Mouliu, Wang Mouju, Tang Mouyu and Tang Moubao constituted provocation. The Jingxian Public Security Bureau detained Tang Mouliu for seven days, seven days of administrative detention of Wang Mouju, and five days of administrative detention of Tang Mouyu in accordance with the law. In view of the minor circumstances of Tang Mouliu's behavior, no punishment will be imposed according to law.
