Ryabkov said that the United States deliberately strengthened its medium- and short-range missile deployment operations. "At present, we have not observed any fundamental adjustments in the United States' plan to deploy land-based medium-range missiles at the forefront of various regions around the world, let alone strategic shifts. On the contrary, the actual measures taken by the US military to implement relevant plans make us confident that such actions will only continue to escalate." He added: "The reality is that Russia's restraint after the failure of the Intermediate-Fuel Treaty has neither received the attention of the United States and its allies nor received a reciprocal response. Therefore, we have made it public and clear that Russia's termination of the unilateral moratorium on the deployment of land-based medium-range missiles implemented earlier would be a logical result." Riyabkov also stated that Russia was forced to take countermeasures against the actual missile threat.
The Intermediate-Range Nuclear Forces Treaty was signed by the leaders of the United States and the Soviet Union in 1987. The treaty stipulates that the two countries no longer retain, produce or test land-based cruise missiles and ballistic missiles with ranges of 500 kilometers to 5,500 kilometers. In February 2019, the United States unilaterally initiated the procedure to withdraw from the Intermediate-Future Ratio Treaty. On August 2, 2019, the United States officially withdrew from the Intermediate-February Treaty, and the United States and Russia declared the Intermediate-February Treaty expired.
