In recent years, the National Health Commission, together with relevant departments, has conscientiously implemented the decisions and deployments of the CPC Central Committee and the State Council, and achieved "being able to afford", "reliance to trust" and "being able to trust well" by improving the "three systems".
First aspect, improve the policy system for childcare service support. Implement special additional deductions for personal income tax for infants and young children under the age of 3 to reduce the cost of raising children; encourage local governments to actively explore. More than half of the provinces in the country regard the development of childcare services as a local livelihood project. 1,315 counties (cities and districts) have introduced measures such as childcare institution construction subsidies, operation subsidies, and issuance of consumption coupons to reduce the price of childcare services and make infants and young families "affordable".
Secondly, further improve the standard and specification system of childcare services. Formulate standards for childcare institution setting management, childcare care, injury prevention, fire safety, nutritional feeding, etc., support medical and health institutions to carry out order signing services, provide childcare institutions with health care, dietary nutrition, disease prevention and control and other children's health management services, standardize the development of childcare services, and allow infants and young children's families to "study with confidence".
The third aspect is to improve the childcare service supply system. By giving full play to the guiding role of central funds, guiding and supporting local governments to build comprehensive childcare service centers and public childcare service facilities, driving social forces to develop universal childcare services, providing full-day care, half-day care, timed care, temporary care and other services, and arranging central financial funds to support the development demonstration projects of universal childcare services, which are used to encourage and guide a group of typical cities to play the role of leading, leading, driving radiation, etc., improve the overall level of childcare services, and allow infant and young children to "care well". Through efforts in recent years, the childcare service system has been basically established and the people's childcare service needs have been continuously met.
In the next step, we will continue to adhere to the "people-centered" development philosophy, start from three aspects, and increase the supply of universal childcare services through multiple channels. In terms of accelerating the construction of the universal childcare service system, we will build a "1+N" childcare service system with a comprehensive childcare service center as the hub and childcare institutions, community embedded childcare, kindergarten classes, employer caregiving, and family childcare points as the network to improve universal childcare services. In terms of vigorously developing integrated childcare services, we will summarize local experience and practices, coordinate childcare service resources for 0-6 years old, improve support and guarantee measures, support kindergartens with conditions to open nursing classes, and promote the coordinated and sustainable development of preschool education and childcare services. In terms of effectively improving the quality of childcare services, we will promote the support of the development of childcare services by medical institutions, and guide local governments to promote the standardized and professional development of childcare services through the transformation of facilities and equipment, quality assessment, personnel training, safety inspection and other measures of childcare service institutions, and maintain the bottom line of safety and health.
