In order to further protect and improve people's livelihood and promote people's livelihood construction to be more fair, balanced, universal and accessible,The General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Further Guaranteeing and Improving People's Livelihood and Focusing on Solving the Urgents of the People" on June 9 (hereinafter referred to as the "Opinions"). Focusing on improving basic security, the "Opinions" proposes to effectively expand the coverage of social security and completely cancel the household registration restrictions on participating in social insurance at the place of employment. Improve the adjustment mechanism for the basic medical insurance drug catalog, formulate and issue an innovative drug catalog for commercial health insurance to better meet the people's multi-level drug protection needs.
Employment, Housing, Elderly and Childcare......The "Opinions" issued this time focus on all aspects that the people are anxious about.
Support employment, the "Opinions" clearly state that the applicants for skill improvement subsidies will continue to be relaxed to those who receive unemployment insurance benefits. Improve the minimum wage standard adjustment mechanism and reasonably increase the minimum wage standard. Formulate reference guidelines for classification of minimum wages for skilled talents. Implement development-oriented assistance to increase income through low-income rural populations, and establish a labor injury assistance mechanism for low-income rural families. Increase the implementation of labor-for-relief, and give priority to absorbing and driving local employment and income growth for low-income people. Guide universities to improve the mechanism for the adjustment of disciplines and majors in the face of economic and social development, strengthen the practice training of industry and enterprises, support universities to carry out the construction of "micro-professionals" in response to the urgently needed and scarce skills of society, and enhance students' employment and entrepreneurship capabilities.
Focus on housing issues, the "Opinions" require that flexible employment personnel participate in the housing provident fund system be steadily promoted. Support local governments to coordinate funding channels, increase the supply of affordable housing, and guide and support social forces to operate long-term rental housing. Guide and support to increase the supply of dormitory and small-scale youth apartments that take into account the balance of work and living in affordable housing.
Caring for "one old and one young", and being intimate with people's livelihood is understandable and accessible. According to the "Opinions", we will vigorously develop "one elderly and one young" inclusive services, including: improving the price formation mechanism for universal elderly care and universal childcare services, and strengthening guidance on charging basic service fees. Focusing on the care of disabled elderly people, we will improve the medical and nursing service capabilities of elderly care services in elderly care institutions, increase the supply of nursing beds, and in principle, the proportion of nursing beds in new elderly care institutions shall not be less than 80%. Support the incremental resources of universal elderly care services to tilt the community and improve family elderly care support policies. Vigorously develop community embedded childcare and family childcare points, support kindergartens with conditions to extend and develop childcare services, and in about 10 years, we will promote the gradually realizing embedded and other universal childcare coverage of more than 80% of communities in large cities with conditions.
In addition, the "Opinions" clearly state that Failure measures should be further improved. All localities should strengthen the implementation of responsibilities, insist on doing their best and doing as much as possible, optimize the structure of fiscal expenditure, strengthen the basic financial support for people's livelihood, and continuously improve support policies in key areas such as education, health, social security, and employment, and effectively protect the bottom line of people's livelihood. Strengthen cross-departmental coordination of major people's livelihood policies, and focus on assessing the impact on social expectations from the perspective of social fairness when assessing the consistency of macro-policy orientation. Scientifically evaluate the effectiveness of people's livelihood policies, and do not conduct layer-by-layer decomposition and "one-size-fits-all" assessment of expected people's livelihood indicators at the national level.
