Thank you for your question. Only by strengthening overall coordination and preventing policy dispersion and fragmentation can people's livelihood work be achieved and jointly promote it. This time, the General Office of the CPC Central Committee and the State Council formulated and issued the "Opinions", and the most prominent feature is to strengthen the overall coordination and systematic integration of people's livelihood policies. More than 20 departments and units participated in the research and drafting of the "Opinions", including the six departments we attended the press conference today, and are also the main executive department of the "Opinions". In accordance with the relevant deployment of the "Opinions", we will increase cross-departmental coordination of major people's livelihood policies in the following three aspects.
First, strengthen the leadership of development planning. To strengthen the strategic guiding role of the national development plan, the National Development and Reform Commission will implement the decisions and deployments of the Party Central Committee, and on the basis of full research, work with all parties to prepare the "15th Five-Year Plan" and propose a number of major strategic tasks, major policy measures and major engineering projects in the field of people's livelihood, and promote the inclusion of people's livelihood construction into the national "15th Five-Year Plan" development blueprint.
The second is to improve the policy coordination mechanism. Give full play to the overall coordination role of comprehensive departments, clarify the division of work according to the key tasks determined in the "Opinions", and promote implementation in an annual manner. Strengthen systematic research and evaluation and demonstration of major people's livelihood policies to be formulated. Actively promote the introduction of major supporting implementation policies, and launch one after another when mature. Make good use of the macro-policy orientation consistency assessment, and focus on evaluating the impact of policies on social expectations from the perspective of social fairness.
The third is to coordinate "hard investment" and "soft construction". Since the 14th Five-Year Plan, the National Development and Reform Commission has continuously increased investment in people's livelihood construction in accordance with the decisions and deployments of the Party Central Committee and the State Council. Especially since 2024, we have stepped up efforts to support the construction of a number of landmark projects for social undertakings in the construction of "two-fold" and "two-new" work. The proportion of investment within the central budget to support social undertakings continues to increase. It is expected that the scale of investment within the central budget to support social undertakings this year will increase by more than 30% compared with the end of the 13th Five-Year Plan.
