Recently, an internal notice from the Woyang Rural Commercial Bank of Anhui Province was leaked, attracting widespread attention in the financial circle.
The notice stated that two account managers of the bank were sentenced to a performance reduction of RMB 3,000 per person for accepting a lunch treat from a customer at an ordinary noodle restaurant, which caused heated discussions on the public.

According to the online document "Notice on the Handling of Li Yuhu and Li Yang's Illegal Acceptance of Customer Banquets", the incident occurred at noon on June 6, 2025. Li Yuhu and Li Yang, account managers of the Qingcheng Branch of Woyang Rural Commercial Bank, had lunch with the bank's loan customers at a local dry deduction noodle restaurant, and the fee was paid by the customer.
The bank determined that this move violated the provisions of the "Negative List of Employee Behaviors" "Not to attend banquets that may affect the performance of duties by managing service organizations." Afterwards, the two account managers refunded the meal fee and submitted a written review.
In the end, the Party Committee of Woyang Rural Commercial Bank decided to criticize the two and deduct 3,000 yuan of performance; Zhang Xiaohu, president of Qingcheng Branch, was reduced by 1,000 yuan of performance as the management responsible person.
On the afternoon of June 9, the reporter called the Qingmachi branch to verify the matter. The staff confirmed that the two people reported were indeed employees of the bank and the punishment was true.
It is worth noting that this "dry buckle noodles" that caused the storm is a well-known local affordable delicacy in Woyang, with an average price of around 10 yuan.
Netizens generally believe that banks "overreact" to the handling of the incident, and the amount of fines is seriously unbalanced with the actual amount of lunch consumption.
Wuyang Rural Commercial Bank has a strict attitude towards this matter. The notice stated that "this violation occurred during the special period when the bank concentrated on learning and education", reflecting that some employees, especially "persons in important positions, still have problems such as lack of attention to thought, unclear boundaries between public and private, and weak awareness of rules, resulting in adverse effects on production and weight."
The bank also stated that it "will insist on both investigation and control of wind and corruption, conduct in-depth investigations on possible problems behind it, and further deal with them depending on the investigation."
In fact, Woyang Rural Commercial Bank has been under constant regulatory pressure recently. In April this year, the bank was fined 300,000 yuan by the Bozhou Supervision Branch of the State Administration for Financial Regulation for "inadequate loan management", and then deputy president Li Zhongjie was also warned.
