Li Qiang emphasized that the transformation of scientific and technological achievements requires a good environment to support it. We must adhere to the combination of an effective market and an effective government, improve support policies and market services, and form an efficient and coordinated and vibrant achievement transformation system. We must improve the incentive mechanism, follow the laws of transformation of scientific and technological achievements, promote the reform of empowerment of scientific and technological achievements in offices and the management of assets separately, and better stimulate enthusiasm in all aspects. We must increase financial support, further broaden our thinking, use more market forces, attract social capital to increase investment, encourage financial institutions to innovate financial products and service methods, develop multi-level capital markets, and provide diversified financing channels. We must strengthen public services, plan and guide and support the construction of a number of science and technology public service platforms, and provide all-round services to both the supply and demand sides of scientific and technological achievements.
